1 DEC 24
GOVERNMENT HOUSE,
HONGKONG. 30th October, 1924.
90185/6
sir.
With reference to my despatch No.288 of the
16th July, 1924, I have the honour to forward for your
information copies of reports by the Captain Superintendent
of Police and of Medical Boards on certain police recruits who have been appointed to the service of this Government during the last fifteen months.
2.
I feel sure you will agree that these reports disclose a most unsatisfactory state of affairs. This Government has been put to considerable expense in bounties, passages and salaries for men who have been absolutely useless as police officers and has moreover, been deprived for long periods of the services of men on the strength of the force at a time when police are urgently required.
3.
I would refer you, also, in this connection to my despatoh No.17 of the 16th January, 1924, and your
--
reply No.94 of the 20th March. It is difficult to resist the conclusion that the medical examination of candidates for
appointments is not at present carried out in a careful and efficient manner and I should be glad if some steps could be
taken to affect an improvement.
THE RIGHT HONOURABLE
